The best AI UGC (user-generated content) video generator depends on what you sell and how many videos you need. For TikTok Shop sellers and affiliates posting 30 product videos a month, cost per publishable video and product handling matter most. For corporate training, HeyGen or Synthesia win. Here are seven tools, compared honestly.
Maybe you're tired of filming every video yourself. Maybe you paid a human creator for one clip and waited over a week.
The good news: AI video tools are mature in 2026. The bad news: about twenty of them promise the same thing, and half weren't built for e-commerce products.
Full disclosure: Klonify, one of the seven tools below, is our product. It's listed first because it's built specifically for TikTok Shop product videos. You'll see its limits and its euro pricing laid out like everyone else's.
How we judged these AI UGC video generators
We judged each tool on four things that matter when you post product videos on TikTok Shop US: how human the avatar looks in a feed, how natural the American English voice sounds, how well the tool shows your actual product, and what 30 publishable videos a month really cost you.
Avatar realism: does it pass as a real person in a TikTok feed? Watch the lip sync and the small head and hand movements.
Natural American English: a flat or oddly accented voice gets scrolled past in one second. Listen to the intonation on your own script, not the demo.
Your product on screen: can the tool show the product, build it into the script and write a believable hook? This is where corporate avatar tools fall short.
Real cost at volume: the entry price means little. What counts is what you pay for 30 publishable videos a month.
One limit applies to every tool here. An AI video doesn't replace a strategy.
What it does is let you test 20 angles instead of 2. That's a big deal, but it's still a tool.
1. Klonify: built for TikTok Shop product videos
Klonify is a French-built tool that generates sales videos for TikTok Shop: from a product link, it writes the script, produces the voiceover, creates the AI influencer who presents the product and exports the edited video without a watermark, in under five minutes, from €19/month (about $21).
What sets it apart
Custom influencer (Pro and Ultra plans): you build your own AI avatar with your face, your voice and your style, then reuse it as often as you want. Your viewers see the same face every day instead of the stock avatars everyone else uses.
One-click viral video recreation: 100+ templates of formats that already perform, remade with your product (Pro and Ultra).
Built-in editor at no extra cost: timeline, text, music and media. You finish the video without exporting to CapCut.
AI voiceover and voice cloning: video dialogue is generated in English or French only, so it won't help if you sell in Spanish.
Scripts from a product link on every plan, plus small apps like a script generator, a TikTok downloader, a subtitle remover and a TikTok transcriber.
Limits to know
The Standard plan at €19 has no custom influencer. Videos there max out at 15 seconds and export in 720p.
There's no free plan. Prices are in euros, so your bank converts each charge to dollars.
Credits run out fast if you don't plan. A 10-second 720p video on the Nova model costs 100 credits, double a 5-second one.
Pricing (from the official pricing page, as of September 29, 2026, checked October 2026)
Standard: €19/month, 750 credits, up to 15 five-second videos, videos up to 15 s, 720p export.
Pro: €39/month or €29/month billed annually, 1,800 credits, up to 36 five-second videos, videos up to 20 s, 3 custom influencers, 1080p, 3 generations at once.
Ultra: €99/month or €79/month billed annually (5,000 credits), with 10,000-credit (€198) and 15,000-credit (€297) tiers, 100 to 300 five-second videos, unlimited influencers, videos up to 30 s in 1080p, priority generation, TikTok Shop expert onboarding.
No commitment on any plan. Full details are on the pricing page.
Who it's for: TikTok Shop sellers, affiliates, dropshippers and small brands who need volume and a recurring face.
Test it on your best-seller: paste the product link, and your first video takes under five minutes. Create your account here.
2. Arcads: polished AI actors for paid ads
Arcads popularized AI actors for advertising. You write a script, pick an actor from a large library, and get an ad that looks like real UGC. The acting quality in American English is strong. The catch is price: Arcads publishes no pricing page, and third-party sources consulted in October 2026 report plans starting around $110 a month.
Strengths: convincing actor performances, a big catalog, and a simple workflow made for batches of Meta ads.
Limits: third-party sources (eesel.ai, marketermilk, wireflow, consulted in October 2026) report a Starter plan around $110 a month and a Creator plan around $220 a month. Treat those as reported figures and confirm on arcads.ai. The tool also focuses on the talking actor more than on staging your product. We break down the numbers in our Arcads pricing guide.
Who it's for: agencies and advertisers who produce English ads and test lots of angles.
3. Creatify: product link to ad, fast
Creatify is one of the best-known tools for turning a product URL into a video ad. You paste your link, it pulls the images and description, suggests scripts and assembles the video. It's fast and ad-focused, but results can look more like a product montage than a real person talking.
Strengths: automatic product import, many output formats, and features aimed at ad performance.
Limits: we couldn't confirm Creatify's current plan prices from a named, dated source for this update, so check creatify.ai for plans and credit amounts. According to HeyGen's blog (2026), Creatify bills ads at 5 credits per 15 seconds. That's a competitor's figure: confirm it on creatify.ai before you buy. Our Creatify pricing breakdown goes deeper.
Who it's for: e-commerce brands that want product ads quickly, more for paid ads than for organic TikTok.
4. Topview: quick videos from what you already have
Topview turns content you already own, like product images or existing clips, into new video ads, with a strong focus on speed and volume. Its official pricing is public: the Plus plan costs $36 a month billed annually for 100 credits, roughly 66 seconds of 720p video on its Seedance 2.5 model.
Other plans on the Topview pricing page: Business at $44 a month billed annually for 3,000 credits a year delivered upfront, a creator plan with 500 credits a month at $50 a month billed annually, and Team at $56 per seat a month (2+ seats).
It's a real player: Similarweb ranked topview.ai #37,035 globally and #205 in its Graphics, Multimedia and Web Design category in May 2026.
Strengths: speed, reuse of footage you already own, easy learning curve.
Limits: less fine control over the scene and the character, and quality depends heavily on your source material.
Who it's for: sellers who already have a stock of clips to turn into variations.
5. HeyGen: the heavyweight of talking avatars
HeyGen is one of the best-known AI avatar tools, but it comes from corporate video: training, onboarding, internal comms and translation. Its avatars and voice cloning are excellent. For TikTok Shop, though, you get a talking avatar, not a finished product video, so the hook, product shots and editing stay on you.
Prices from HeyGen's official pricing FAQ, consulted October 23, 2026: Free at $0 (3 videos a month, up to 1 minute, 1080p), Creator at $29 a month or $24 billed annually (600 credits, no watermark, videos up to 30 minutes), Pro at $49 (1,000 credits, 4K export), Business at $149 plus $20 per extra seat (1,500 credits).
The default look is more studio than selfie in your living room. If you want options closer to TikTok style, see our list of HeyGen alternatives for TikTok Shop.
Who it's for: companies, trainers, HR teams and B2B marketing.
6. Synthesia: built for corporate video
Synthesia plays in the same league as HeyGen with an even more corporate focus: professional avatars, office settings, team and brand management, and compliance features for large companies. It's reliable and covers many languages. It just isn't made for TikTok, where viewers expect shaky cameras, a casual tone and a hook in the first second.
We didn't verify Synthesia's prices for this update. Check its site before you compare. For more TikTok-friendly picks, see our roundup of Synthesia alternatives for TikTok Shop.
Who it's for: large companies and training departments.
7. Captions: mobile-first editing for creators
Captions started as a mobile video editor, known for automatic subtitles, eye contact correction and trimming, then added AI avatars and AI ads. It's great for polishing vertical videos you film yourself. If your goal is 30 product videos this month without a camera, it's not the shortest path.
Who it's for: creators who already film and want to save time editing.
What do 30 publishable videos a month really cost?
The entry price tells you little. What matters is the cost per publishable video at your real volume. Based on prices checked in October 2026, 30 short product clips a month land between about €1.30 and $1.67 per video where the math is possible. Arcads, Creatify and HeyGen don't publish enough verified data to compute it.
Here's how we ran the math. We took 30 short clips (5 seconds each), found the cheapest plan that covers them, and divided the monthly price by 30.
Tool (prices checked October 2026) | Plan for 30 short videos | Monthly price | Approx. cost per video | Source and status |
|---|---|---|---|---|
Klonify | Pro (1,800 credits = 36 five-second 720p videos) | €39 (€29 billed annually) | About €1.30 (€0.97 annual) | Official pricing page, September 29, 2026 |
Topview | Creator plan, 500 credits | $50 billed annually | About $1.67 | Official pricing page; our estimate, assuming the Plus rate (100 credits for about 66 s) |
Creatify | Not verified | Check creatify.ai | Not computable | No named, dated source for current prices; verify on creatify.ai |
HeyGen | Creator, 600 credits | $29 ($24 billed annually) | Not computable | Official FAQ, October 23, 2026; credits per video not confirmed in our sources |
Arcads | Starter (reported) | About $110 (reported) | Not computable | No public pricing page; third-party reports consulted October 2026 |
Two notes. If your clips run 10 seconds instead of 5, the Pro plan above no longer covers 30: you'd need 3,000 credits, so the Ultra plan at €99, about €3.30 per video.
And on Topview, the Plus plan's 66 seconds covers about 13 five-second clips, not 30. A plan that looks cheaper can cost you more per video.

TikTok Shop US math: fees, followers and posting caps
On TikTok Shop US, every sale already pays a fee, and new affiliates face posting caps. Sellers pay a 6% referral fee in most categories, per TikTok Shop policy as of October 8, 2026, and affiliate creators need 1,000 followers under the US Creator Eligibility Policy dated September 25, 2026.
If you're a seller
On a $25 order, TikTok keeps $1.50 at the 6% rate. Some jewelry subcategories and refurbished or pre-owned items are at 5%, according to TikTok Shop US referral fees by category (page dated October 8, 2026).
On top of that, you set the commission you pay affiliates. Your video cost has to fit inside what's left, so a few dollars per video matters.
If you're an affiliate
An affiliate creator is someone who posts videos with a product link (the orange shopping cart) and earns a commission set by the seller on each sale.
The TikTok Shop creator eligibility policy (US), dated September 25, 2026, asks for 1,000 followers, age 18+, a US base, an individual account and ID verification. Under 5,000 followers, you're enrolled automatically in a pilot program.
Per the Affiliate Creator Pilot Program page dated May 13, 2026, that pilot caps you at 3 shoppable videos a day and 3 shoppable LIVEs a week. Three a day is still about 90 a month, far more than most people can film by hand.
One more detail: the US Creator Rewards Program (terms last updated July 20, 2026) only counts videos of at least 1 minute, with 10,000 followers and 100,000 views in 30 days. Short product clips earn through commissions, not through that program.
Are AI UGC videos allowed? TikTok labels and FTC rules
Yes, you can post AI UGC videos on TikTok Shop, but two habits keep you safe. Label realistic AI-generated content with TikTok's in-app AI label, and never let an avatar fake a testimonial. An AI actor saying it used a product for months is the kind of fake endorsement the FTC treats as deceptive.
Turn on the AI label for realistic AI videos. It's the best practice reported across the industry, and it protects your account.
Describe, don't testify: have the avatar show what the product does, not claim personal results.
Skip invented before/after results and any health or beauty claim you can't prove.
When in doubt about a claim, cut it. This isn't legal advice, just the safe default.
How to choose the right tool for you
Match the tool to your job. TikTok Shop sellers and affiliates need volume, believable voices and a recurring face. Media buyers running English ads lean toward Arcads or Creatify. Training teams should pick HeyGen or Synthesia. Creators who already film get the most from Captions.
You sell on TikTok Shop or work as an affiliate
You need 30+ videos a month, a recurring face your audience recognizes and a low cost per video. That's the exact ground Klonify covers, with custom influencers and one-click viral formats from the Pro plan.
You run paid ads in English
Arcads or Creatify are serious options. Their batch logic and angle testing are built for media buying.
You make training or corporate video
Go with HeyGen or Synthesia. A UGC tool would be the wrong fit.
You already film your videos
Captions saves you editing time without replacing your own footage.
3 mistakes to avoid when you start
Most beginners waste money on AI video in three ways: they choose on entry price, they post the first render as is, and they test a single angle. Each one is easy to fix once you think in cost per publishable video and in batches of variations.
Choosing on entry price. Topview Plus at $36 a month covers about 66 seconds of video, roughly 13 five-second clips. Always divide the price by the videos you'll actually post.
Posting the first render. The AI gives you a solid base. The hook, pacing and subtitles make the difference, which is where a built-in editor helps.
Testing one angle. The point of AI video is making ten variations to find the one that hooks. Volume is your real advantage.
Verdict: the best AI UGC video generator for your case
There's no universal best AI UGC video generator. HeyGen and Synthesia lead corporate video. Arcads and Creatify are solid for paid ads in English. Topview is good at recycling footage, Captions at mobile editing. For TikTok Shop product videos at volume with a recurring face, the first tool on this list fits best.
The fastest way to decide is to test on your own product and watch retention. Try Klonify: your first video takes under five minutes, with no commitment, and you can cancel anytime. Want to compare credits first? Everything is on the pricing page.
FAQ
These are the questions US sellers and affiliates ask most often before picking an AI UGC tool. The short answers below come from official pages or clearly labeled third-party sources checked in October 2026, so you can decide in a few minutes.
What is the best AI UGC video generator?
It depends on your use. For TikTok Shop product videos at volume, Klonify fits best: it writes the script from a product link and exports a finished video from €19/month. Arcads and Creatify suit English paid ads. HeyGen and Synthesia suit corporate training. Captions suits creators who already film. Compare cost per publishable video, not entry price.
Is there a free AI UGC video generator?
Yes, with limits. HeyGen's free plan allows 3 videos a month of up to 1 minute, per its official FAQ consulted October 23, 2026. Other tools change their free tiers often, so check each vendor's pricing page. Our own tool has no free plan: paid plans start at €19/month. Free tiers work for testing, not for 30 videos a month.
Can you use AI UGC videos on TikTok Shop?
Yes. AI-made product videos can be posted like any shoppable video, as long as you follow TikTok's content rules. Two habits keep you safe: turn on TikTok's AI-generated content label for realistic AI videos, and keep every claim true. If you're under 5,000 followers, the pilot cap of 3 shoppable videos a day (page dated May 13, 2026) still applies.
How much does Arcads cost per month?
Arcads doesn't publish a pricing page. Third-party sources such as eesel.ai, marketermilk and wireflow, consulted in October 2026, report a Starter plan around $110 a month and a Creator plan around $220 a month. Treat those as reported figures, not official prices, and confirm on arcads.ai before you subscribe. It sits at the high end for a seller who needs 30 product videos a month.
Is Creatify better than Arcads?
They solve different problems. Creatify is stronger if you want to paste a product URL and get an ad quickly; check creatify.ai for its current plans. Arcads is stronger on realistic AI actors in American English for paid ads, at a reported price around $110 a month (third-party sources, October 2026). For TikTok Shop volume, compare cost per publishable video.
Are AI UGC ads legal under FTC rules?
AI UGC ads can be used, but the FTC's rules on endorsements and fake reviews still apply. An AI actor can't pose as a real customer reporting results nobody had. Write scripts that describe what the product does, avoid invented testimonials, and label AI content on TikTok. When in doubt about a claim, cut it. This isn't legal advice.
